Obama indicated that anyone wanting to build a coal power plant could
do so, but that it would drive them into bankruptcy.

Granted, this is only a soundbite, but that is what I heard.

The death penalty analogy is accurate only if the opening of a new
coal plant is necessary for survival, which certainly hasn't been
demonstrated by anyone.
