[Vision2020] Water and Sewer Agreements

Thanks for replying, Walter. I appreciate your
interest in interacting with your constituents. I
understand that making decisions is difficult and more
then likely at least one person will think you are
wrong, whatever you do.
I have a hard time disagreeing with you on this,
though, particularly when I thought we agreed on the
Noise Ordinance.

This was in reference to the one month warning and the
10 pm to 7 am time frame. You had also said on KRFP
that you thought noise was like speeding, and if you
break the limit (in this case a decibel limit) then
you are subject to citation.

the time frames and decibel limits, and I had told
Chief Weaver such when I talked with him about the
compromise, Version C. You'll have to understand my
embarrassment when you ultimately supported the
initial Version A. I'm not sure why you changed your
tune on that...
As such, I don't think I can agree to disagree with
you about Hawkins. From what you said Hawkins said,
Hawkins is interested in the $$$ from Moscow,
therefore, they will be competing with Moscow
businesses. As such, they should be considered a
competitor and not just be given such a deal without
really allowing the public to debate the merits of
opening the door of developing the corridor in such a
big way on our side first. If Pullman spreads out,
that's one thing, but for such a large development to
occur so close to our own mall should concern
Muscovites. Especially considering the high turnover
rate at the PEM and that, from what I can tell, they
have now only achieved full occupancy.
If Hawkins really wanted to be in Moscow, did they
think about scaling back their ambitions, or were they
set on their ginormous mall?
This deal is more than about water. I'm not sure what
you meant when you said,
"Locating by Pullman would have had no impact on water
from our aquifer as it would be drawn from the same
basin."
but it seems to me that no matter where they are
located, they will impact the aquifer.
I think, however, we should also be concerned about
the fate of Moscow's economy. Perhaps Hawkins will
improve our overall economy, but considering the
impacts and precedent giving the green light to this
mall represents, I think you are going to find there
is a lot of opposition to the council approving this
agreement.
You had addressed me as "Jason" in your reply because
I had confusingly put Jason Hawkins name near the end
of my first email (he's the owner of Hawkins Co.) I
put his name there as that email was written in
response to a post to Vision2020 that was sent to me
with the council's emails. I "replied all" and was
encouraging those who read it on v2020 to contact
Jason to ask him to stop his plans to develop the
mall.
I sent your reply to v2020 and it received some
feedback, so I am adding them back to the email list
as they somehow were not included in the "reply all"
you sent to me.

to help us prevent this new mall from happening.
