I've been doing this e-mail thing for a long time, and the subject as
presently incarnated isn't similar to anything I have ever seen. I
would consider it wrong.

I would probably revise it to read:

Re: Water and Sewer agreements Was: child forced back

When discussing three or more subjects simultaneously,  change the
subject heading entirely.  Maybe construct something like this:

Sundry and Diverse Topics Was: Water and Sewer agreements, etc

But I'm sort of anal, so the subject as it exists currently compels me
to perform an exorcism on my e-mail.  I left as is just to demonstrate
its hideousness.
