[Vision2020] Hawkins Development Question

Good Afternoon.

I am trying to understand both sides of the Hawkins development argument.  A
member of the council was able to provide me with their thoughts.  Can
someone here tell me why there is a such an opposition to the idea?
Specifically as it is related to water usage.
