I am not making assumptions. Simple deductive math skills tell me that three council members make the majority on the five member Council (not six because of a vacancy). Three candidates are running again. Therefore, a minimum of at least one candidate voiced favor for the delay which benefited him or her greatly.
Second, what Kit Craine wanted to do was irrelevant. Making a decision to delay a much needed seat so you can improve your odds of reelection is coy, and an abuse of power.

There are a few assumptions to your post. For all we know, the Mayor did Ms. Craine a favor by appointing her after the deadline. Perhaps Ms. Craine did not want to run for office this time around. Appointing her before the deadline would put an undue amount of pressure on Ms. Craine from constituents who want her to run. Appointing her after the deadline, then, would have lessened the pressure on her. You are also assuming that all of the Council members who wanted to wait until after the filing deadline were incumbents. The bad thing about assumptions is that they often lack fact. -Tom

In my opinion it is unethical behavior to use the power of your office to rig the ballot as to not have any serious competition on election night. Kit Craine should have been appointed long ago, and for other members of the city council to keep her (or any new appointee) off the ballot so they have a better chance of reelection seems unbecoming of an elected official and this clearly moves AGAINST the best interests of the people of Moscow to have as many qualified candidates as possible on the ballot.
In my opinion, the incumbent candidates on the City Council have demonstrated they are willing to use the power of their office to make damaging decisions against the people of Moscow, like preventing a quality candidates like Kit Craine from being on the ballot, for their own selfish interests and personal gains.
MOSCOW DESERVES BETTER.
