Perhaps Ms. Craine did not want to run for office this time around. Appointing her before the deadline would put an undue amount of pressure on Ms. Craine from constituents who want her to run. Appointing her after the deadline, then, would have lessened the pressure on her. You are also assuming that all of the Council members who wanted to wait until after the filing deadline were incumbents.
