B. Approval of Minutes September 10, 2007 - Stephanie Kalasz

 

2.      Mental Health Court Discussion - Dan Weaver

Latah County District Court is proposing to implement a Mental Health Court similar to that operating in Nez Perce County. Chief Weaver and his staff have been included in these discussions and the attached information and Memo explains the process.

 

ACTION:  Accept report and give direction or take such other action deemed appropriate.

 

3.      Sister Cities Discussion - Gary J. Riedner

The Moscow Human Rights Commission has requested that the City Council adopt a revised Sister Cities program as contained in the attached draft policy. The matter was considered by the Administrative Committee on June 11, 2007 at which time the Administrative Committee requested a review by the City Attorney. Randy Fife has reviewed the document and made some minor changes which were included in the attached draft policy. The minutes of the June 11, 2007 Administrative Committee meeting are attached.

 

ACTION:  Provide direction to the Moscow Human Rights Commission and staff.

 

4.      Request to Name Moscow Police Department Shooting Range in Honor of Officer Lee Newbill - Chief Dan Weaver

Moscow Police Department employees would like to name the MPD Shooting Range in honor of Officer Lee Newbill due to his work and commitment in upgrading it to a first class range.

 

ACTION:  Recommend naming MPD Shooting Range in honor of Officer Lee Newbill or take such other action deemed appropriate.

1.      Approval of Minutes September 10, 2007 - Stephanie Kalasz

 

2.      Airport Agreement - Randy Fife

The current Interlocal Agreements pertaining to the Pullman-Moscow Regional Airport dated 12-31-1970 and 12-08-1971 are proposed to be rescinded in their entirety and the 1987 Inter-local Agreement entitled "Pullman-Moscow Regional Airport Supplemental Cooperation Agreement for Sharing Costs of New Terminal Facility" automatically terminates in 2008.  The proposed Pullman-Moscow Regional Airport Inter-local Cooperation Agreement will replace all agreements related to the Pullman-Moscow Regional Airport upon the expiration of the 1987 Inter-local Agreement. The proposed Interlocal Cooperation Agreement updates the three (3) prior agreements and clarifies the authority of the parties, and describes limitations on their authority.  For example, amendments, modifications, and terminations of the agreement; adjustments or changes to the annual budget; acquisition, lease or sale of real estate; and agreements to incur indebtedness all require unanimous consent of all the representatives of the parties under the proposed Agreement. In addition to the Interlocal Cooperation Agreement, updated bylaws are proposed.

 

ACTION: Review proposed Interlocal Cooperation Agreement and proposed Bylaws, give staff direction and/or recommend forwarding the proposed Agreement and Bylaws to the Council for approval and granting authority to  Mayor to execute them on behalf of the City.  

 

3.      PCEI PIE Contract Renewal - Tom Scallorn

The City of Moscow wishes to continue its Community Based Public Information and Education Program (PIE) for Water Conservation. The program will serve our customers in their homes, businesses, and the local schools and will address many of the Conservation needs of the community. The current contract is a renewal of our PIE program that has been conducted by Palouse-Clearwater Environmental Institute (PCEI) for the past 3 years. The current scope of work has been modified to enhance our conservation efforts. We have added additional school visits and booth events. We have removed the evening forms because they were poorly attended. We have reduced the number of new lesson plans to be developed because we believe the current number of lesson plans is adequate. In the previous year, PCEI has been successful in producing newsletters, maintaining a presence in the local schools, and developing a comprehensive K-12 water conservation curriculum aligned with state and district standards. PCEI also participated in many local events by setting up displays and providing conservation information at high visibility events such as the Home and Garden Expo and the Palouse Empire Mall's Earth Month.  

ACTION:  Recommend approval of contract for Professional Water Conservation Services or take such other action deemed appropriate. 

 

4.      Water Conservation Ordinance Revisions - Les MacDonald

On May 17, 2004 the City Council adopted Ordinance No. 2004-27 pertaining to water conservation.  The ordinance established a definition of Outdoor Irrigation and an Outdoor Irrigation Season of April 1 through October 31.  During this season, Outdoor Irrigation is prohibited between the hours of 10:00 a.m. and 6:00 p.m. by means other than soaker hoses, drip irrigation systems, or hand watering. The Public Works/Finance Committee has, on two previous occasions this year, discussed water conservation efforts by the city.  As part of those discussions the option of modifying the Water Conservation ordinance has been identified as a means of furthering the city's efforts to reduce water consumption.  The main intent of the changes is to prohibit outdoor irrigation during the non-irrigation periods of the year and to provide some flexibility regarding the starting and ending dates for the outdoor irrigation season.

ACTION:  Recommend approval of the draft Ordinance to the Council or take other action deemed appropriate.

 

 

5.      Draft Tree Lawn Parking Ordinance - Les MacDonald

Over the last few years there has been an increase in the number incidents noted by staff of the parking of vehicles on tree lawns and public sidewalks.  This type of use of these areas is considered detrimental as is precludes the use of the sidewalks for their intended purpose and can cause damage to the tree lawn areas that are supposed to support vegetation.  In order to allow for enhanced enforcement against this detrimental activity the attached ordinance will add provisions to the City Code Title 11 Chapter 4 that will prohibit the parking of vehicles in the areas of the tree lawns and upon public sidewalks.

ACTION:  Recommend approval of Ordinance by City Council or take other action deemed appropriate.

 

6.      PBAC Interagency Agreement Addendum - Les MacDonald

The City of Moscow is one of seven entities that are participants in an Interagency Agreement pertaining to the formation and operations of the Palouse Basin Aquifer Committee.  As part of the ongoing efforts of PBAC to provide research of the Palouse Basin Aquifer system, the City of Moscow has been providing additional funding for a number of years.  This research funding is matched be similar contributions from the University of Idaho, Washington State University, and the City of Pullman.  As this ongoing funding is anticipated to continue and as the Interagency Agreement does not address this additional funding, the PBAC representatives felt it is appropriate to modify the Agreement to specify how the funding is to be utilized.  Attached for consideration is an Addendum to the PBAC Interagency Agreement which outlines the additional funding that has been provided by the four major pumping entities and describes how the expenditure of these funds is to be determined.

ACTION:  Recommend approval of the Addendum to the PBAC Interagency Agreement to the City Council or take other action deemed appropriate.
