1. A. Public Comment and Chair's Response Period (limit 10 minutes) - For members of the Public to speak to the Committee regarding matters NOT on the Agenda and not currently pending before the Council, Planning and Zoning Commission or Board of Adjustment, please state your name and address for the record and limit remarks to three minutes.
B. Approval of Minutes September 10, 2007 - Stephanie Kalasz
2. Mental Health Court Discussion - Dan Weaver
Latah County District Court is proposing to implement a Mental Health Court similar to that operating in Nez Perce County. Chief Weaver and his staff have been included in these discussions and the attached information and Memo explains the process.
ACTION: Accept report and give direction or take such other action deemed appropriate.
3. Sister Cities Discussion - Gary J. Riedner
The Moscow Human Rights Commission has requested that the City Council adopt a revised Sister Cities program as contained in the attached draft policy. The matter was considered by the Administrative Committee on June 11, 2007 at which time the Administrative Committee requested a review by the City Attorney. Randy Fife has reviewed the document and made some minor changes which were included in the attached draft policy. The minutes of the June 11, 2007 Administrative Committee meeting are attached.
ACTION: Provide direction to the Moscow Human Rights Commission and staff.
4. Request to Name Moscow Police Department Shooting Range in Honor of Officer Lee Newbill - Chief Dan Weaver
Moscow Police Department employees would like to name the MPD Shooting Range in honor of Officer Lee Newbill due to his work and commitment in upgrading it to a first class range.
ACTION: Recommend naming MPD Shooting Range in honor of Officer Lee Newbill or take such other action deemed appropriate.
