[Vision2020] Noise Ordinance-Fix It

I agree and would also add that many people won't call because they don't want to be identified or have it known to EVERYONE that they called. I don't think they have to be identified but I think many people think they will be.

  a. Written notice of the noise has been issued by a law enforcement officer to the property owner or person in
  possession of the property wherein the animal is located, or the animal’s owner, keeper, controller or harborer, or is left at the premises where the animal is located, at least twenty-four (24) hours but not more than thirty (30) days prior to the filing of a formal complaint; and
  b. The noise upon which such complaint is issued has been witnessed by a law enforcement officer.”
   
  I don’t know that there are any perfect solutions.  I agree that we are a college town and have to expect some boisterousness, but it’s a little more difficult to take when, for instance, college students are partying hardy  outside your bedroom window at 3 AM (and have been for hours), you ask them to move it inside because you have to be up at 6 AM to teach summer school, and they refuse.
   
  Or, when you have friends over for dessert on your deck, and you have to listen to the insane ferocious barking of several dogs in a nearby yard for long enough that it drives you from your property at 6:30 PM, and the dogs are still barking when you return at 10 PM, and the dogs continue to bark incessantly until after the bars close.
   
  [The two examples above are real-life examples from right here in Moscow.]
   
  The last thing most of us ever want to do is alienate neighbors, and calling the cops to complain definitely falls into the “alienation” category.  I’ve never called the cops about noise, so I don’t know how they’d respond, but in looking at the police daily log online, it seems clear that noise is a pretty significant problem for some people or in some areas of town.  From that perspective, I can understand why some people think things need to be changed.  It’s difficult to be reasonable when you’re dealing with inconsiderate neighbors who keep you from sleeping.

  I think there is a barking dog ordinance that is separate from this noise ordinance, what does it say?  Does it have a time limit?  Maybe the two could mirror each other, noise is noise.  Maybe someone can explain EXACTLY what passed by Council vs what will be considered by the Admin Comm. I trust our police, our current chief and assistant chief, but we may not always trust all of their predecessors.  That is why there needs to be some kind of check in play with this ordinance.  Not because of the situation now, but for the future.
