[Vision2020] Helicopter Flying Limits?

It was probably out of state developers flying over to assess  
prospects for new developments.

I live on the east side, near the edge of Moscow and frequently see  
helicopters and light planes
flying around at low levels.

On a related topic, if and when the Moscow-Pullman airport enlarges,  
we will be seeing airline traffic
flying at relatively low levels over Moscow, under some weather  
conditions.
