  What was true in 2005 is not also true in 2007. I also question the credibility of CSIS and the Christan Science Monitor as your sources. And you misunderstand the difference between insurgents and terrorists targeting US Soldiers. 
   
  There are Sunni's afraid of a Shiite government, and there are terrorists shooting at US Soldiers. They are not the same and do not have the same cause or objectives. The majority of people targeting US troops are not Sunnis, Sunnis are targeting Shiites. The foreigners are targeting US troops. The only reason a Sunni would hit a US soldier is because they are either don't understand the political situation and Sunni movement, or they are afraid the US is empowering the Shiites.
   
  Iran is also giving arms to the Shiites. When US troops leave, mark my words, Shiites will be dominated by Iran and running 2/3 of Iraq, including Baghdad. There will also be a war between the Kurds and Turks in the north. Many people are going to die when US troops leave and Iran will be unstoppable.

This is from 2005. 2005. Since then, even the US military has admitted
that there are few foreign fighters in Iraq, and those few that are
are largely from Algeria, rather than Syria or Iran. There's little
evidence that Syria and Iran -- Syria especially -- are involved in
the ongoing civil war in Iraq.

Iran does have a substantial amount of influence over the Shi'a
militias, but I don't think we can complain, as there's virtually a
1:1 overlap between the Iraqi police force and Shi'a sectarians.
