This is from 2005. 2005. Since then, even the US military has admitted
that there are few foreign fighters in Iraq, and those few that are
are largely from Algeria, rather than Syria or Iran. There's little
evidence that Syria and Iran -- Syria especially -- are involved in
the ongoing civil war in Iraq.

Iran does have a substantial amount of influence over the Shi'a
militias, but I don't think we can complain, as there's virtually a
1:1 overlap between the Iraqi police force and Shi'a sectarians.
