2.      Approval of Minutes December 11, 2006 - Stephanie Kalasz 

 

3.      City Limits Ordinance - Dave Klatt

Annually, the City Council adopts an ordinance with an updated legal
description of the City of Moscow municipal limits. Since there were no
new annexations in 2006, the ordinance and record map approved in
January of 2006 is still representative of the limits.

 

ACTION:   Recommend approval of the Ordinance or take such other action
deemed appropriate.

 

4.      First Step Fiber Optic Lease Agreement - Bill Belknap

Staff has been approached by First Step Internet with a request to lease
fiber optic strands from the City from City Hall to the Eggan Youth
Center.  Staff has prepared a draft lease agreement in accordance with
the Fiber Use Policy that was adopted by the City Council on December
18th of last year.  The lease agreement would be for a term of 3 years
and would include 2 strands along a distance of 7,160 feet for a total
leased strand footage of 14,320 feet.  It is anticipated that this
agreement will be amended once the RCBG Alturas Fiber Project is
completed later this spring to extend to leased amount.

 

ACTION:   Recommend approval of Agreement or take such other action
deemed appropriate.

 

5.      Zoning Code Amendment - Limit R-3 to 1 SFD or Duplex per Lot -
Joel Plaskon

This is the second reading of an Ordinance considered by the Council at
public hearing on November 6, 2006.  There currently exists an
inconsistency in the Zoning Code wherein no more than one single family
dwelling is allowed per lot in the R-1 and R-2 Zoning Districts, but the
R-3 Zoning District does not specify that only one single family or
duplex dwelling is allowed per lot.  The proposed one dwelling or duplex
per lot specification would create consistency in zoning districts and
reduce possibility of unintended impacts on R-1, R-2 and R-3
neighborhoods.  The Planning and Zoning Commission conducted a public
hearing and recommended approval of this code amendment on August 23,
2006.  The Mayor and City Council considered the Ordinance on first
reading on November 6, 2006 with some dissent regarding how to interpret
the existing code and the need or benefit of the proposal vs. the impact
to property owners.  The Administrative Committee reviewed the matter
again on November 13, 2006 and on November 27, 2006 and expressed no
concerns about the proposal at that time.  It was considered again by
Council on January 2, 2007 and tabled.

 

ACTION:  Discuss implications to proposed code amendment and direct
staff as deemed appropriate.

 

6.      Fields Planning Committee - Dwight Curtis 

In December 2005, the Fields Planning Committee (FPC) was reconfigured
and charged by the City Council to, through consensus, bring a new park
plan proposal for West Palouse River Drive back to the City Council on
April 3, 2006. The final recommendation report (dtd 3/27/06) was agreed
upon by 12 of the 13 FPC members and accepted/approved by the City
Council on 4/3/06.  The recommendations listed and approved in the
report will be dealt with individually and brought before the Council
for approval as the issues are resolved and agreed upon by the FPC.  On
December 14, 2006, the FPC convened to discuss the ball field layout
plan and the intersection options of a north/south road and West Palouse
River Drive.  The FPC agreed that the ball field layout plan will remain
basically as it was originally proposed. Engineers explored a variety of
reconfigurations to move the baseball fields to the eastern side of the
site and the soccer fields to the western side without losing any
fields. The City Engineer will require a north/south road along the
eastern side of the property. The FPC intersection option of choice on
West Palouse River Drive is to have a four-way intersection at Conestoga
Street and West Palouse River Drive. This option is also recommended by
the Public Works Director. 

 

ACTION:   Accept and approve the recommendations provided by the Fields
Planning Committee from the December 14, 2006 meeting.

4.      Moscow Central Lions Playground Donation Request - Gary J.
Riedner

Staff has received a request from the Moscow Central Lions Club for a
donation in the amount of $3,000 for the Lions Park playground
replacement project that the Lions are currently conducting.  Lions Park
is located upon the Latah County Fairgrounds property and the existing
playground equipment is in poor condition and does not meet current
playground safety requirements.  Currently the Lions report that they
are over $28,000 toward their project goal of $35,000 and they are
requesting that the City contribute $3,000 to the project.  If the
Council desires to fund the request, Staff recommends that it be funded
from the Legislative Non-Prioritized Projects line item.

      

ACTION:  Review request and take such action deemed appropriate.

 

5.      Tiempo Commons Final Plat and Development Agreement - Andrew
Ackerman/Dean Weyen

A.     Final Plat - On October 16, 2006 the Council approved of a
preliminary re-plat of approximately 4.6 acres consisting of Blocks 1 &
2 of Southgate 2nd Addition. Minor conditions recommended by Staff and
the Planning & Zoning Commission have been met by the applicant.

 

B.     Development Agreement - Another Way Enterprises LLC (Ronn King)
is the owner of property in Southgate Second Addition to be replatted
and developed as Tiempo Commons Subdivision.  Public improvements
consisting of sanitary sewer mains, water mains, stormwater mains and
stormwater detention system are required.  A Development Agreement is
necessary to allow filing of the plat and also to allow issuance of a
building permit prior to the construction of all required public
improvements.

 

ACTION:  Recommend approval of final plat and development agreement or
take such other action deemed appropriate.

 

6.      Bid Award for Fire Department Breathing Air Trailer - Mike
McGahan

Bids were opened on December 20, 2006, for One New (BAT) Breathing Air
Trailer for the Moscow Fire Department. Nine requests were mailed out,
four received where non responsive and one bid from MES-Northwest
Vancouver, Washington for $63,517.00.  

 

ACTION:  Recommend awarding bid to or take such other action deemed
appropriate.

 

7.      Alma Street Renaming - Les MacDonald

Moscow's Engineering Department is proposing to change the name of Alma
Drive in Pope's Third Addition to Conestoga Drive.  These two streets
align with each other at their intersection with Sunnyside Avenue.   By
changing Alma to Conestoga there would be continuity in name and
alignment as generally required by standard street naming policies.
There are presently five homes under construction on Alma; no homes are
occupied.

 

      ACTION:  Recommend approval of street renaming or take such other
action deemed appropriate.

 

8.      Safe Route to School Grant Program - Les MacDonald

The Idaho Transportation Department recently sent out an announcement
requesting letters of interest in the Safe Routes to School (SR2S)
funding program.  While this program has been around for a number of
years and is federally funded, it is new to the State of Idaho.  The
call by ITD for letters is an effort to gauge statewide interest in the
program.  Subsequent to the submittals of the letters, ITD will select
projects for the full application process.  It is anticipated that the
program will have approximately $1 million per year funding for the next
four years.  This funding program has a 100% reimbursement methodology.
The applicants selected for funding will need to fund their own projects
and then submit to ITD for reimbursement.  No local match is required.
The types of projects that can be undertaken include education,
enforcement, and encouragement programs and design and construction
projects that will remove hindrances to walking or riding to schools.
The projects must be located within 2 miles of a K-8 school facility.
Typical projects include sidewalk and trail construction with
conjunctive programs to educate the potential users of the new systems.
For the City of Moscow Staff is looking at candidate projects for
consideration for funding under this program.

 

      ACTION:  Receive report from staff.
