Matt asks:
"what happened when [Jack] Hill had his medical problem. I remember he
was replaced by Jon Kimberling, but how did that happen? Do you or
anybody else know?"

Tom responds:
"I do not recall.  I do believe, though, that Aaron Ament filled a
vacant seat.  Can anybody fill in the blanks?"

Kimberling was appointed to fill in for Hill, who stepped down due to
health issues.  According to city code the appointee fills in until the
next election, which is where Ament's current 2-year term came from.
Back in 2003, Chaney was elected to fill the remainder of a term--I
believe it was Guyer, can't be sure--that was again being held by
Kimberling thru an appointment by Mayor Comstock.  If Mayor Chaney
appoints a replacement for Dickinson, that person will only be filling
out the remainder of the term, which finishes at the end of 2007.

Moscow rarely has "two-year" seats on the City Council.  These last two
elections just happened to be a couple anomalies right in a row.
