[Vision2020] Idaho budget surplus

Tom,

Thanks for posting this question. I think it should be put it towards  
correcting problems caused by deferred maintainance of roads and  
other state-owned facilities. Given the disaster in Minneapolis,  
perhaps ensuring bridges are in good condition should come at the top  
of the list.
