[Vision2020] Celebrate completion of more Paradise bike path

The credit for the asphalt grindings needs to go to Bill Parks, owner of Northwest River Supplies.  He/his company paid for this to be done.  It is a great example of recycling materials and of selflessly giving back to the community.  City employee Roger Blanchard spends great effort on the path as well.  The person originally credited with the idea of Paradise Path is Janet Fiske.

The path was freshly oiled and barricaded, but the paving is in place.
