[Vision2020] Moscow's terrible sidewalks

Because the CD and the City Council did not have in place a plan for 
developers or homebuilders to put in sidewalks until recently, the older 
parts of town don't have them as well developed as the newer parts of town.  
You can ask the CD to contact owners and see if they are willing to put 
sidewalks in, but unless the City sees it as a worthwhile thing, chances are 
they are not going to follow-up on it.

Kit, you got any suggestions on this?
