Dale is ideologically opposed to the public provision of education. He
derives this belief from the idea that God has provided rich white men
with brains for the purposes of elaborately congratulating each other
on their moral superiority to everyone else and occasionally each
other. As a person actually concerned with public education, taking
Dale's advice on public education is like sheep taking advice on
dinner from wolves.
He's concerned with making public education useless enough that it can
be safely done away with, or, failing that, to make things up (his
post is three-fifths speculation, one-fifth facts, and one-fifth pure
irrelevancy) to prove things he already believes out of a deep and
idiotic faith.
