[Vision2020] Meals on wheels?

I've been told that the meals on wheels program in Moscow no longer exists.  
Does anyone of a similar program operating here?  If so, please notify me 
off-list.  And no, it's not for me.  I'm a very good cook.  I can prepare a 
Stauffer's lasagna in 5-6 minutes, after lifting corner to vent, and leaving 
in microwave for 1 minute to cool.   Carl Westberg Jr.
