1.      Consent Agenda:  Any item will be removed from the consent agenda at the request of any Committee member and that item will be considered separately later. 

 

A.     Approval of Minutes September 25, 2006 - Stephanie Kalasz

 

B.	Vacation of Alley and Stormwater Detention Parcel in Southgate 2nd Addition - Dean Weyen

Ronn King (Another Way Enterprises LLC) is developing a PUD that is to be known as Tiempo Commons on property consisting of numerous platted lots in Southgate 2nd Addition.  The design of the proposed PUD reconfigures the lot lines including the platted alley in Block 2 and platted Stormwater Parcel #3.  Mr. King is requesting vacation of these parcels in order to proceed with the replat of the property.   The stormwater detention pond will be relocated (as approved by Moscow Public Works) and the alley will no longer be needed.  A public hearing is scheduled for City Council's October 16 meeting on this matter.

 

ACTION:  Recommend approval of the vacation.

 

C.	Vacation of Platted Easement in Rolling Hills 7th Addition - Dean Weyen

A thirty foot wide public utility easement platted at the rear of Lot 25, Block 3 of Rolling Hills No. 7 is unnecessary as there were no public utilities constructed within it; nor are any anticipated.  Rafik Itani is requesting that this easement be vacated.  A public hearing is scheduled for City Council's October 16 meeting on this matter.

 

ACTION:  Recommend approval of the vacation.

 

D.	Meadowbrook Monumentation Agreement - Dean Weyen

Gary and Kathleen Tribble of Moscow are owners of the recently approved Meadow Brook Second Addition.   The interior lot corners will not be set until after the earthwork has been completed - most likely late next year.  An agreement obligating the establishment of these interior corners is necessary as per State Code.   Both the final plat and the Development Agreement were previously approved by Council.

 

ACTION:  Recommend approval of monumentation agreement.

 

2.      Wastewater Treatment Plant Status Report and Resolution - Les MacDonald

The design of the new Effluent Filter system is nearing completion and work has begun on securing the interim and long term financing for the project.  JUB Engineers has reached the 95% design stage and has provided updated cost projections for the proposed work.  Based on recent bids for similar types of work there has been an increase in the estimated cost of the project.  A copy of the 95% Engineer's Cost Project is attached for reference.  The Staff design team has been reviewing this projection as well as identifying potential scope reductions that would reduce the construction cost.  As part of the interim and long term funding acquisition process for the proposed improvements Staff has been working with our Bond Attorney and with the Idaho Department of Environmental Quality (DEQ).  DEQ administers the State Revolving Fund Program that provides low interest loans to cities that are making WWTP upgrades.  As was the case with the last WWTP improvements project for the City of Moscow, the plan is to acquire a DEQ loan to provide interim financing and then replace the loan with long term bond proceeds acquired through the Judicial Confirmation process.  In order to precede with the loan application the Mayor must receive authorization from the City Council to sign the appropriate forms relating to the loan.  A draft resolution is attached which will provide this authorization.

 

ACTION:  Forward the draft Resolution to the City Council for approval or take other action as deemed necessary.

 

3.      Sidewalk Program - Les MacDonald

An item that often comes up in discussions with the public is the state of the City's sidewalk system.  There is a general feeling among many of the citizens that the sidewalks are in poor condition and need to have some form of upgrades or repairs.  There are also requests to install sidewalks where they do not currently exist.  The policy under which the City of Moscow has operated for many years is that new sidewalks are constructed by developers at the same time that improvements are being made to the public street system.  The Public Works Department started a sidewalk inventory process in 2005.  The information gathered through this process has since been presented to the Transportation Commission.  The Commission developed a recommendation for how to approach making improvements to the system.  Attached for reference is a copy of a memo to the City Supervisor regarding the status of the development of a sidewalk program and a copy of the recommendations letter from the Transportation Commission to Mayor Chaney.

 

ACTION:  Review the status of the development of a Sidewalk Program and discuss options on how to proceed.

 

4.      Traffic Warrants Discussion - Les MacDonald/Dave Klatt 

During the recent Council consideration of the Mountain View Road and D Street intersection traffic control, some questions were raised about the meaning and application of the four way stop warrants.  Specifically, there was some misunderstanding in how to interpret the criteria used to assess whether a warrant is met.  As a follow up to these discussions, staff has been requested to provide an overview of how the warrants are utilized and allow for discussion of the methodology behind the warrant process.  Attached is a memorandum to the City Supervisor which explains the methodology used in assessing the warrants for the Mountain View Road and D Street intersection.

 

ACTION:  Discuss the warrants assessment methodology.

E.     Approval of Minutes September 25, 2006 - Stephanie Kalasz

 

F.	Surplus Items for Auction - David Duke

Staff is presenting surplus items deemed unwarranted for retention.

 

ACTION:  Recommend approval of surplus list for items to be sold or destroyed as deemed appropriate.

 

G.	Addendum to Airport Agreement - Gary J. Riedner

An addendum is proposed for the Airport Agreement.  This has already been approved by the City of Pullman.

 

ACTION:  Recommend approval of the addendum.

 

6.      Resolution for Retention of Public Records - Randy Fife

Idaho Code § 50-967 requires that, prior to January 1, 2007, each City Council adopt by Resolution, a record retention schedule.  The proposed Resolution categorizes Moscow records pursuant to Idaho Code § 50-907 and includes a definition of what is not a "record" for retention purposes.  The proposed Resolution allows for the destruction of the listed items pursuant to current Idaho Code.  The Resolution allows various departments to dispose of records to preserve space and to control their day-to-day operations in an efficient manner with the assistance of the City Clerk and City Attorney.

 

ACTION:  Recommend approval of the Resolution or take other action as deemed appropriate.

 

7.      Draft Sidewalk Café and Sidewalk Sales Operations Ordinances - Stephanie Kalasz / Randy Fife

In order to make Sidewalk Café Licenses consistent with Peddler/Solicitor, Vendor and similar types of licenses, Staff has developed a proposed Ordinance for consideration.  This was reviewed by the Administrative Committee on August 14th, 28th, and September 25th, 2006.  After review of an alternative proposal, which would expand the discussion to consider a general sidewalk sales license for the wide variety of current commercial use of public property within the downtown area, the Committee requested more background information.  That information will be available for discussion.

 

ACTION: Consider the recommended amendments and direct staff regarding further action, drafting and/or forwarding of the Ordinances to the City Council for consideration.

 

8.      Comprehensive Plan Revision Process Discussion - Gary J. Riedner

On August 22, the NewCities Foundation and the City of Moscow held the final community meeting to unveil recommendations and strategies relating to the NewCities initiative.  At the August 22, 2006 meeting, Steve Austin and Tom Prather of NewCities presented draft recommendations and strategies for meeting these challenges.  One of which was the development of a program for the revision of the City of Moscow Comprehensive Plan.  Staff presented this plan to the Administrative Committee on September 11th, where staff was directed to work to further at defining the proposed process.  Staff has developed a proposed outline and project timeline that details the activities and the project timeline for the committee's review and direction with the anticipated project launch date of November 1st of this year.

 

ACTION:  Review proposed Comp Plan revision process and direct staff as deemed appropriate.
