[Vision2020] Where has the money gone?/Was Insults

Roger,

I hope the Democrats won't be the only ones in Congress looking at this 
issue.  I'm sure you'd agree that Republicans would join them in finding out 
where our money is going.  There's no good reason this shouldn't be a 
bi-partisan project.
