[Vision2020] What is it with me and cats?

The other morning I heard a plaintive meowing from my basement.  When I 
opened the door, a young, very affectionate cat was on the other side.  He 
(or she) had found a way inside.  I discovered that he/she has been in the 
neighborhood for a while now, and my neighbor across the street has been 
feeding and sheltering it, although keeping it outside.  I can't let it live 
inside with me, either, because my cat wouldn't let it happen.  If this 
story tugs on your heartstrings (as it should, since you are obviously not a 
cold-hearted person.  Are you?), and you know of someone who'd like to give 
a cat that is obviously used to living with bipeds a chance, let me know
