[Vision2020] Trick or Treat muggings

Teenagers committing a series (as in more than once) of physical assaults on
other children for WHAT? Candy? I think the problem goes considerably
deeper than a few punks out for Halloween candy.

A few questions I might have:

1) Do these teenagers have a juvenile record of similar repeat offenses?

2) What type of punishments are likely to be imposed?

3) If these teenagers are repeat offenders, is there a way that the parents
can assume some responsibility?

Thoughts?

Hello

I just thought I would share our Halloween experience with all of you. At
approximately 7:30 last night on the corner of C street and Hayes, my son
and three friends were mugged. They were assaulted by three teenagers while
a fourth person waited in the car. The boys assault was not the first of
the evening there was at least three by this time. They not only took the
candy from the children but they gave my son a black eye and ripped his cape
from his neck leaving a gash in its place. I am grateful to the off duty
sheriff officer who helped my son and his friends, and for the quick
response by the Moscow Police Department. I have lived in Moscow for most
of my life and I have never heard of this happening before.

Thanks for listening.

Patty
