[Vision2020] Flip Flop

Tom,

Couldn't there also be the chance that we can do both.  Is it not possible 
that we reduce our forces of current, around 140,000, to let's say 50,000? 
Thus leaving enough troops for a large base. In fact twice the size of Camp 
Pendleton.
