[Vision2020] comp plan (was: Unclear P & Z Notice)

Gary makes the following claim:

"...a foolish consistency is the hobgoblin of small minds or mini-blinds or 
all kinds..."

How do you go about providing clear and cogent evidence for the truth of 
this far reaching knowledge claim?  Or is it just something that sounds good 
to you with your particular worldview?

Looking for some evidence, not more platitudes.
