[Vision2020] comp plan (was: Unclear P & Z Notice)

I believe it was one of the most vocal of the vocal minority who made 
mention of the fact that a foolish consistency is the hobgoblin of small 
minds or mini-blinds or all kinds or something like that. I become so easily 
confused these days.
