[Vision2020] Kerfuffle

[Chasuk]

There was some some of a kerfuffle outside/inside Winco this morning
(still ongoing at the time of this post, actually), involving three
police cars, several police officers, and two food bank volunteers.
Of course, I'm not counting the miscreant(s), as he/she/they were
nowhere in sight, presumably the object(s) of the officer's harried
reconnaissance.

What was I witnessing, Jennifer?
