The Moscow Mayor, City Council and Staff welcome you to tonight's
meeting.  We appreciate and encourage public participation.  For regular
agenda items, an opportunity for public comment is sometimes provided
after the staff report.  However, the formality of procedures varies
with the purpose and subject of the agenda item; therefore, the Mayor
may exercise discretion in deciding when to allow public comment during
the course of the proceedings and limitations will be placed on the time
allowed for comments.  Citizens wishing to comment on business which is
not on the agenda will be provided the opportunity to do so as item
number 2.  If you plan to address the Council, you will find a list of
"Tips for Addressing the Council" on the table outside the City Council
Chambers.  Thank you for your interest in City government.

 

RENEWING OUR FOCUS - At each meeting, one City Council member will
present an example of patriotism, humanitarianism, community spirit, or
other inspirational message.  Contact a Council-member with examples to
share at future meetings.

 

Proclamation for Parks and Recreation Month

 

1.    Consent Agenda:  Any item will be removed from the consent agenda
at the request of any member of the Council and that item will be
considered separately later.  Approval by roll call vote.

 

A.     Approval of Minutes of June 5, 2006 - Laurie Lewis

 

B.     Disbursement Report for May 2006 - Don Palmer

Public Works/Finance Committee reviewed accounts payable for May 2006
and recommends approval of the following:

C.     Grant Offer for General Aviation Reconstruction Phase 3 at the
Moscow-Pullman Regional Airport - Bill Belknap/Robb Parish

The Federal Aviation Administration is offering the cities of Moscow,
Idaho and Pullman, Washington a grant in the amount of $132,649 to fund
architectural and engineering services for designing the final phase of
the general aviation reconstruction project.  Phase one reconstructed an
existing ramp area and phase two constructed an entirely new ramp with
31 additional spaces for aircraft.  The third and final phase, which
will complete the project, includes an updated fuel facility, removal of
a manufactured home (residence), and security enhancements.  Local match
for this grant is $6,981.53 which will be generated from passenger
facility charges.  This grant offer was accepted by the Pullman City
Council on June 6, 2006.  Reviewed by Public Works/Finance Committee on
June 12, 2006.

 

ACTION:  Approve acceptance of grant offer.

 

D.     Surplus Items for Auction - David Duke

Staff has recommended for surplus items deemed unwarranted for
retention.  These items will be sold in the summer auction.  Reviewed by
Public Works/Finance Committee on June 12, 2006.

 

            ACTION:  Declare items as surplus and approve an internet
auction to occur from July 18 to July 25, 2006.

 

E.   Jefferson Street Parking Lot Bid Award - Les MacDonald

Bids were opened May 31, 2006 for the project to renovate and pave the
City's Jefferson Street Parking lot.  Three bids were received.  Giese
Paving and Excavation from Lewiston submitted the low bid in the amount
of $26,630.00; Poe Asphalt's bid was $41,861.50, McCall's Classic
Construction bid $46,400.00.  $60,000 (from parking enforcement revenue)
is budgeted this year in the Street Department's budget no.
350-150-40-770-97 for the project.  Reviewed by Public Works/Finance
Committee on June 12, 2006.

 

      ACTION:  Approve bid award to Giese Paving and Excavating.

 

2.    Public Comment and Mayor's Response Period (limit 15 minutes) -
For members of the Public to speak to the Council regarding matters NOT
on the Agenda and not currently pending before the Planning and Zoning
Commission or Board of Adjustment, please state your name and address
for the record and limit remarks to three minutes.  Mayor will respond
to comments from previous meeting.

 

3.    Credenda/Agenda Magazine Request for Beer and Wine Garden in
Friendship Square for Trinity Fest - Dwight Curtis

In accordance with Moscow City Code 5-13-4(B), Credenda/Agenda Magazine
has requested that the Council pass a Resolution allowing them to have a
beer garden catered by Patty's Kitchen and a catered beer and wine
garden by Camas Winery in Friendship Square for Credenda/Agenda Magazine
Trinity Fest 2006 on August 8 from 5 p.m. to 10 p.m.  There will be food
vendors, live music, a blow-up kid's jungle gym and other activities at
the event.  The licensed vendors will sell alcohol to adults with proof
of age in one designated, roped off area.  Two Moscow Police officers
will be on site and will be paid for by Credenda/Agenda Magazine Trinity
Fest. The event's sponsors have already received a permit to close a
portion of Main Street from 3rd Street to 5th Street for the event.
Reviewed by the Administrative Committee on May 8, 22 and June 12, 2006.

 

      ACTION:  Approve Resolution with or without changes; or reject
Resolution; or take such other action deemed appropriate.

 

4.  Public Hearing - PUD Code Amendment - Andrew Ackerman

On April 26, 2006, the Planning & Zoning Commission recommended
unanimous approval of  two minor amendments to the Moscow Zoning Code
Ch. 7, Title IV, Planned Unit Development (PUD) Option. On May 15, 2006,
Council committees received the recommendation. The amendments would
revise the code in two ways: 1) Minimum lot size would be amended from
the current 5,000 sq. ft., to no minimum. 2) The minimum sized "parent"
parcel of land needed to apply for a PUD would be change from no minimum
to one (1) acre.  On June 5, 2006, the Council considered this Ordinance
on first reading with the exclusion of the minimum sized "parent" parcel
of land needed to apply for a PUD.

 

ACTION:  Consider Ordinance on second reading; or adopt Ordinance under
suspension of the rules requiring three complete and separate readings
and that it be read and published by title only; or reject the
Ordinance; or take such other action deemed appropriate.

 

5.   Reschedule City Council Regular Meeting in July - Bill Belknap

This year observance of the Independence Day Holiday occurs upon the
Tuesday immediately following the normal regular Council meeting date in
July.  In anticipation of absences within the community due to the
holiday, Staff recommends that the Council move its regular meeting of
July from July 3rd to July 17th and cancel the special Council meeting
that would have occurred on that date.   No public hearings or other
agenda items have been scheduled for July 3rd in anticipation of
rescheduling the meeting.

 

      ACTION:  Approve schedule change; deny schedule change; or take
such other action deemed appropriate.
