[Vision2020] Wal-Mart to file rezone application

The city of Moscow has denied Wal-Mart's application to build a super
center.

Wal-Mart submitted its application Nov. 10 to build off of the Troy
Highway east of the former Tidyman's store.

Wal-Mart had to submit a zoning application, preliminary plat and a
conditional-use permit application to the city.

"The land is not zoned (for a Wal-Mart super center)," said Joel
Plaskon, community development director.

"The land has to be rezoned before their conditional-use permit
application can be considered."

The current designation for the 78-acre property is
agriculture/forestry, Plaskon said, adding that Wal-Mart has decided to
take action on the zoning.

"(Wal-Mart) has a rezone application," he said, adding that a hearing is
tentatively scheduled before the Planning and Zoning Commission Feb. 22.

The retail giant is applying to change the zone to motor business.

Hopefully the city council will get thru their readings of the new Large
Scale Retail Ordinance done in time.  By accounts, the Emergency
Ordinance expires either February 13 or 20, depending on the
interpretation of the law.  I would think the City Council would want to
pass the new ordinance as soon as possible, or else someone could file
an application under the old rules, which requires no CUP process.
