Bully for your dictionary...but let's see what the CODE defines Mr.
Plaskon's job/duties as being:
COMMUNITY DEVELOPMENT
DIRECTOR
Sec. 12-1: Office Established;
Appointment and Removal

Appointment and Removal.
There is hereby established the office
of Community Development Director,
which office shall be filled by appointment
of the Mayor, with consent of the Council,
who shall hold office for the duration of
such appointment or until such time as the
Community Development Director may be
removed by the Mayor, or as provided by
law.
Sec. 12-2. DUTIES:
The Community Development Director
shall have the following specific duties,
powers, and responsibilities:
A. Under the direction of the City
Supervisor, the Community
Development Director shall organize
and direct the City's Community
Development Department including
planning, CODE ENFORCEMENT, and
community development programs; and
shall supervise and evaluate the
performance of assigned personnel.
B. The Community Development Director
shall communicate with the Mayor,
City Supervisor, Council, City
departments, community leaders,
boards, commissions and outside
agencies to resolve problems,
coordinate activities, exchange
information, and PROVIDE EXPERTISE.
C. The Community Development Director
shall develop and prepare the annual
preliminary budget for the Community
Development Department, and shall
analyze and review budgetary and
financial data; and shall control and
authorize expenditures in accordance
with established limitations.
and shall have all responsibilities
required to ASSIST THE CITY TO COMPLY
WITH FEDERAL,STATE and LOCAL STATUTES
AND ORDINANCES RELATED TO ZONING AND LAND
USE PLANNING, including but not
limited to Idaho Code Title 67, Chapter
65, and the CITY ZONING CODE.
E. The Community Development Director
shall perform such other duties as may
be prescribed by this Code, and the
ordinances and resolutions of the City
or as the Mayor or the City Supervisor
may direct.
Seems pretty clear to me that he is supposed to be working for the CITY of
Moscow, not one party/group in Moscow and is supposed to be doing so as PER
THE ZONING CODES and ORDINANCES as well as the State Statutes. Don't see
anywhere in this whole description that says he can make things up as he
goes along; plus he is supposed to be working UNDER the City Supervisor -
he's not supposed to be a lone-wolf out there making decisions that violate
the codes/ordinances/statutes.

According to my dictionary, one definition of a clerk
is:
"Government worker who keeps records; somebody who
keeps official transcripts and other records of a
legislative or other official body.
Clerk may not be his official title, but it does fit
within his job description.
