1.      Consent Agenda:  Any item will be removed from the consent
agenda at the request of any Committee member and that item will be
considered separately later.
 
A.	Approval of Minutes of October 10, 2005 - Stephanie Kalasz 
 
B.	Receipt of P&Z Recommendation for Miller-Thomas Rezone - Andrew
Ackerman
Planning and Zoning Commission recommended approval of rezone for Lots 2
& 3, Block 1 of Pope's Third Addition on October 12, 2005.  Idaho Code
requires that the governing body receive the Planning and Zoning
Commission recommendation on such applications prior to advertising a
public hearing by the governing body.  Council's acknowledgement of
receipt of this recommendation will allow staff to publish a hearing
notice for a Council hearing on the application which is proposed for
November 21, 2005.
 
ACTION:  Receive recommendation.
 
2.         Green Building Presentation - Jim Johnson 
Over the past year, the Community Development Department has been
implementing numerous activities and programs as part of a Community
Outreach Program.  One piece of this larger program that staff desires
to pursue is a "Green Building" Program.  "Green building" is a
construction process focused on environmental awareness and
consideration.  It is intended to lessen environmental impacts, promote
use of local resources and create a more healthful indoor living and
working environment through the construction process.  Staff has
prepared a presentation outlining related goals, principles, methods and
incentives and seeks Council support and direction in this matter.
 
            ACTION:  Consider information and direct staff as deemed
appropriate.
 
3.   Salvaging at the Landfill - Gary J. Riedner
Over the past summer, staff has facilitated meetings with the Latah
Sanitation, Inc., the owner/operator of the solid waste processing
facility, to determine if salvaging of reusable materials can legally
and safely be conducted at the SWPF. A proposed pilot program had been
identified and submitted to LSI for consideration. A response was
submitted by LSI, along with a proposed alternate program. The proposal
represents significant legal and financial issues to be considered by
the City. 
 
      ACTION:  Review the attached information and proposal and direct
staff accordingly.

E.	Rolling Hills 7th Monumentation Agreement - Dean Weyen
The interior survey corners of Rolling Hills #7 are not going to be set
until the earthwork/grading is complete which will be sometime this next
year.  Idaho code requires that security be provided in the amount of
the value of setting these survey corners if the plat is to be filed
prior to these corners being set.   This agreement sets forth the
conditions for when the corners must be set and the conditions of
utilization of the security.
 
ACTION:  Recommend approval of the agreement.
 
2.   Approval of Disbursement Report for September 2005 - Don Palmer 
 
3.   Recommendation on Mix Road Lot Division Application - Andrew
Ackerman
Dick Harden has filed for a lot division to create an approximately
4.85-acre lot from the existing 110.46 acre parcel of land on the west
side of Mix Road, north of the Harden Road intersection and
predominately within the Area of City Impact. The property is currently
zoned Agriculture-Forest (AF) Zoning District. The single lot division
proposal meets code requirements for lot size, lot width and access. The
lot division is scheduled as a regular agenda item for the November 7,
2005 Council meeting.
 
ACTION:  Recommend that Council recommend approval of the lot division
with or without conditions; deny the lot division; or take other action
as deemed appropriate.

Roundabout in Southgate Addition - Les MacDonald
