If you're a private club-- they don't.  If you're offering a "public
accomodation", then other rules and regulations apply, ie,
nondiscrimination, disability access, public health, etc.

Here's a fair question:  Why does the government have a right to
restrict a property owner from allowing his/her guests to engage in a
legal activity on private property?
