1.   Approval of Minutes of May 9, 2005 - Stephanie Kalasz
 
2.   Receipt of P&Z Recommendation on Alturas Phase 2 Rezone - Joel Plaskon
      Rezone and preliminary plat approval for Alturas Phase 2 were granted by the Council on September 7, 2004 and a subsequent plat extension approval was granted by the Planning and Zoning Commission on March 23, 2005.  Additionally, an adjacent street right of way was vacated by the Council on March 21, 2005 which provided opportunity to expand the boundaries of the plat to the south.  Such plat boundary expansion necessitated an additional rezone application which was heard by the Planning and Zoning Commission on May 11, 2005.  Idaho Code requires that the governing body receive the Planning and Zoning Commission recommendation on such applications prior to advertising a public hearing by the governing body.  The Planning and Zoning Commission conducted a public hearing and recommended approval of the subject rezone application on May 11, 2005.  Council's acknowledgement of receipt of this recommendation will allow staff to publish a hearing notice for a Council hearing on the application which is proposed for June 20, 2005.
      ACTION:  Receive Planning and Zoning Commission recommendation.
 
3.   Fire Services Mutual Aid Agreement - Don Strong
Mutual Aid Agreement for control of fires, fire protection, emergency medical service, hazardous materials control and/or other major emergency support between the City of Moscow, City of Lewiston, Moscow Rural Fire District, City of Pullman, City of Clarkston, Asotin County Fire District No. 1, City of Asotin, Potlatch Corporation (Lewiston).
      ACTION:  Recommend approval of the agreement or take such other action deemed appropriate.
 
4.   Fiber Optic Project Update and Report - Bill Belknap
City staff has been working with various public entities in planning for the construction of a public entity fiber optic network intended to allow the participating entities to interconnect their respective facilities.  The Council has previously been presented with and approved various interstate local, professional services and acquisition and license agreements related to the project over the last several months.  Staff will present a status report of the project to the Committee for their review. 
 
      ACTION:  Accept report.
 
5.   Proposed Resolution Regarding Destruction of Certain "Temporary" and "Semi-Permanent" Public Records - Randy Fife
The proposed Resolution categorizes certain Moscow records as "temporary" or "semi-permanent" pursuant to Idaho Code § 50-907.  The City Clerk and City Attorney are of the opinion that such records should not be classified as "permanent" or historical records pursuant to the current Idaho Code.  The proposed Resolution allows for the destruction of the listed items pursuant to current Idaho Code and in harmony with House Bill 48.  The reason for the proposed Resolution is to allow various departments to dispose of records to preserve space and to control their day-to-day operations in an efficient manner.
 
ACTION:  Recommend approval of the Resolution or take such other action deemed appropriate.

3.   Fairview Estates Final Plat - Andrew Ackerman
Good Samaritan Society has applied for final plat approval in order complete plans to build congregate and duplex living facilities for seniors at the end of Fairview Drive (Fairview Estates). According to Moscow City Code, the City Council holds decision-making authority over the subdivision plat element of the application. The preliminary plat was considered by City Council on February 3, 2004 and was approved with conditions. The Planning and Zoning Commission recommended approval of the final plat on May 4, 2005 based on conformance of the final plat with the preliminary plat and improvements made to the plat that provide access to the Hyden and Kenworthy property to the east, as recommended by Council. Staff also recommends that three conditions be met prior to the final plat approval.
      ACTION:  Recommend approval of Final Plat, with or without conditions; reject Final Plat; or take such other action deemed appropriate.
 
4.   Fairview Estates Development Agreement - Dean Weyen
Good Samaritan is developing a congregate housing complex to be known as Fairview Village Estates.   The project includes the construction of numerous public improvements.  A Development Agreement is necessary to allow filing of the plat and also to allow issuance of a building permit prior to the construction of all required public improvements.  Engineering design plans for public improvements have been submitted and are approved.  The final plat is being reviewed this committee agenda.
 
ACTION:  Recommend approval of Development Agreement; recommend denial of Development Agreement or take such other action deemed appropriate.
 
5.   Chamber of Commerce Quarterly Report - Paul Kimmell
In accordance with the adopted Memorandum of Understanding between the Moscow Chamber of Commerce and the City, the Chamber will present their quarterly report of activities and services provided to the City over the last quarter to the Committee.
 
      ACTION:  Accept report.
 
6.   Report on Law Enforcement Facility Needs Assessment - Dan Weaver
      The Police Department is in the initial phases of examining the Departments current and anticipated future facility needs in accordance with the City Administrations long range capital planning efforts.  One option that is being explored is the creation of a joint law enforcement center in cooperation with the Latah County Sheriff Department.  Staff will present a report to the Committee on the current status of that effort and anticipated future budgetary impacts.   
 
ACTION:  Accept report.
