The board of adjustment was convened to evaluate and determine their 
interpretation of the Moscow City Zoning Code and how it applies to the 
complaint filed against NSA, not Merriam-Webster's definition of "ignorance" 
and how it applies to Donovan Arnold's interpretation of irrelevant matters.
