Mr. Kai;

Are you aware of the fact that CC people house their own students?  That 
they charge rent to those students?  That the homes these students stay in 
are NOT listed as businesses by the state or the city?  What tax base are 
you talking about?  I know of one family that does not even report the 
income of their renters because they don't feel they should have to - they 
have a family to feed and they don't feel "the government should interfere 
with that by taxing (them) to death over every little bit of money made" by 
the family.

Again, since a "school" is listed as being a school by the State (DeVry and 
ITT are) and Mr. Leon's and Moscow Massage are not and even they don't 
recognize themselves as being schools  (they applied for BUSINESS licenses - 
not school certifications) then they are not schools so much as retail 
businesses.
