An important piece I forgot to include in my previous post:

Chris is right that the hydrogeology of the sub-basin is not 
completely understood yet. Mostly, yes. Completely, no. To 
incorporate evolving knowledge as further research illuminates us, 
the draft calls for a five year review cycle to make sure the 
ordinance is as accurate as it can be. If it proves too protective, 
it will be adjusted accordingly. Likewise if it is too optimistic.
