[Vision2020] Proposed zoning code revision (attached)

Attached is a proposed revision of Moscow's Zoning Code. On Tuesday, 
July 5, 2005, the Council should be considering whether to send this to 
the Planning and Zoning Commission for a public hearing as the first 
step in passing this code.

Things that have a line through them are being deleted. Underlined 
language is new stuff.

The proposal will do the following:

1) Make schools, educational institutions, and commercial schools (all 
as defined by the code) conditional uses everywhere in town except for 
Industrial zones and Alturus. Commercial schools will be allowed as 
conditional uses in Industrial zones.

Currently, these are allowed as conditional uses in all residential 
zones except Suburban Residential (SR) and in Residential/Office zone 
(RO). Commercial schools are allowed by right in the Central Business 
District, Greater Business District, and Motor Business Districts 
(Commercial schools would lose this right). Schools, Commercial 
Schools, and Educational Institutions  are excluded from other 
commercial zones.

2) Allow monasteries and convents as new uses by right in the Central, 
Greater, and Motor Business zones.

Currently, these are a use by right in the Neighborhood Business 
district and conditional uses in all residential districts, plus the 
Residential/Office district.

3) Allow places of worship and religious practice which are similar to 
churches, convents, monasteries, synagogues, and mosques as new uses by 
right in the Central, Greater, and Motor Business zones. Currently, 
these are conditional uses in residential zones.

4) 1) Make schools, educational institutions, and commercial schools 
(all as defined by the code) conditional uses within the University 
zone (a special zone that was created for the educational institution 
know as the University of Idaho.)

Currently, the University of Idaho and its related facilities are the 
only educational uses within the University zone.

5) Revise the definition of "institution, educational"
