[Vision2020] Domenstic Benefits?

One of the problems is that DINKs get the same benefit as a single parent
with kids until the single parent has more than four kids and the thing
balances out. So why should two people who have no kids at all get a bigger
benefit than singles who have kids or single who lack kids?
