Tom that is a _very_ misleading statement.

The July 2004 population estimate for those aged 19-49 is 
127,234,521

The March 2005 estimate of active duty and reserve personnel is 
1,100,000 (Department of Defense)

That would estimate that .87% of those of eligible age are 
actually on active duty (1,100,000 / 127,234,521) * 100

What would the enlistment rate of the offspring of a random 
selection of 537 people be? Most likely it would be less than 1%

Further, how many of those senators and representatives even 
have children that are of enlistment age? 

So what does that statement really mean? Not much. Does it prove 
anything? Sure, if you have no context and are only looking for 
what you want to see (not that THAT ever happens on Vision2020)
