1.   Approval of Minutes of February 14, 2005 - Stephanie Kalasz

 

2.   Presentation of Latah County Draft Disaster Plan - Sandy Rollins

 

      ACTION:  Accept report and direct staff as necessary.

 

3.   Receipt of Planning & Zoning Commission Recommendation on Southgate
2nd Addition Rezone & Preliminary Plat - Joel Plaskon

JEMCA, LLC (Mike Salisbury) requests Rezoning and Preliminary Plat
approval for Southgate 2nd Addition located East of White Avenue and
South of Joseph Street.  The Planning and Zoning Commission conducted a
public hearing and recommended approval of these applications on
February 23, 2005.  The local Land Use Planning Act requires that the
City Council, as the governing body, "receive" the Planning and Zoning
Commission's recommendation prior to publication of a hearing notice for
the Council hearing.  This report to Council Committees on February 28,
2005, will allow publication of the hearing notice for the Council
hearing which will be scheduled for March 21, 2005.

 

ACTION:  Receive P&Z recommendation. 

 

4.   1912 Building Use Agreement Renewals for ARC & RSVP - Dwight Curtis

Staff is requesting approval for renewal of tenant use agreements with
RSVP and ARC for 1912 Building space. The only changes to the expiring
agreements are 1) the dates, and 2) noting that the tenants must follow
City alcohol use regulations. The use period is for 18 months, effective
April 1, 2005 through September 30, 2006.  

 

      ACTION:  Recommend approval of the agreements or take such other
action deemed appropriate.

4.   2006 Overlay Project State/Local Agreement - Les MacDonald

The City of Moscow has received approval for federal funding of an
asphalt overlay project for 2006.  The proposed project will consist of
replacement or overlay of existing asphalt on Minor Arterials and
Collector Streets throughout the City.  The candidate street sections
for this work include:  Joseph Street from Paradise Creek to 300 feet
east; Third Street      from Monroe Street to Cleveland Street; Sixth
Street from Blaine Street to Mountain View Road; Lauder Street    from
US 95 to Taylor Street; Orchard Street from F Street to Public Avenue;
and F Street from Hayes Street to Orchard Street.

      ACTION:  Recommend approval of the attached agreement and forward
the agreement and resolution to the Council at the March 7, 2005 regular
meeting; or take other action deemed appropriate.

 

5.   Latah County Proposed Emergency Groundwater Management Ordinance -
Paul Kimmel
