1.         Approval of Minutes of September 13, 2004 - Stephanie Kalasz

 

2.   Proposed Policy on Naming Parks - Dwight Curtis 

There is presently no official process for the naming of parks and
recreational facilities.  The Parks and Recreation Commission has proposed a
park and facilities naming policy for implementation in response to due to
numerous requests and suggestions for naming new parks, amenities and open
spaces.  The proposed policy provides a systematic process, ensures public
input, minimizes confusion, and funnels the process through the Parks and
Recreation Commission with a recommendation to Council.

 

      ACTION:  Recommend forwarding Park and Facilities Naming Policy to
Council for approval.

 

3.   Bicycles Attached to Public Fixtures Ordinance - Dan Weaver

Historically, it has been legal to lock a bicycle to permanent fixtures.  In
an effort to decrease abandoned bicycles, the attached ordinance is
proposed, which limits the practice.

 

ACTION:  Consider Bicycles Attached to Public Fixtures Ordinance, recommend
approval and recommend that the Ordinance be forwarded to the Council for
consideration; or direct staff to provide further information and return the
Ordinance to Committee for further consideration and clarification; or take
such other action deemed appropriate.

 

4.   Citizen Survey Instrument Presentation - Bill Belknap

This October, the Administration Department will be conducting the second
biennial Citizen Survey.  The survey is intended to assess the public's
opinion of various aspects of City services and operations. Staff is
bringing the draft survey instrument forward to Council for review and
comment.

 

      ACTION:  Review draft survey instrument and provide comment.

 

5.   Report on Subdivision Code Rewrite Draft - Joel Plaskon

Per Council direction, staff has been rewriting the Subdivision, Lot
Division, and Lot Line Adjustment regulations and is presenting the current
draft for Council Committee review.  The Planning and Zoning Commission will
have reviewed the draft (for the second time) at their September 22, 2004
meeting and staff will verbally convey such review comments.

 

ACTION:  Accept report and provide feedback and direction to staff as deemed
appropriate.

1.	Approval of Minutes of September 13, 2004  -  Stephanie Kalasz

 

 

2.   ITD Aeronautics Airport Grant Agreement / City Resolution - Robb Parish

This is the annual operating grant from the State of Idaho to the City of
Moscow for the Moscow Pullman Airport.

 

      ACTION:  Accept the grant or take other such action as deemed
appropriate.

 

3.   Moscow Downtown Revitalization Project Bid Award Report - Les MacDonald

As Council has been advised, the Downtown Revitalization project has been on
an aggressive schedule since the award of the grant to the City of Moscow in
the spring of this year.  The project design has moved forward as
anticipated and the construction contract was advertised for bids on
September 11, 2004.  The bids are scheduled to be opened on September 30,
2004.  In order to maintain the short schedule for construction prior to the
anticipated winter weather shutdown, it is necessary to take the bid award
directly to the City Council on October 4th.  Therefore this presentation is
a report on the status of the bid process and a detailed report on the
results of the bid process will be provided at the October 4th council
meeting.  

 

      ACTION:  Accept report on status of construction contract bid process.
