Seems to state that beginning in 2006, expenditures will be limited to =
2005's budget plus the rolling average of the past three years consumer =
price index.  Also, if there's ever a year that the state takes in more =
than 3% above what they budgeted/spent, the difference will be refunded =
to the taxpayers.
