Visionaries,

 

I want to extend a belated, but hearty thanksgiving to Saundra Lund and Rose Huskey for their courageous challenge of Christ Church’s property-tax exemption. Their hard work compelled me to spend several hours at the county courthouse, where I have uncovered the following facts.

 

In the years 1996–2003, Christ Church has conducted business at three different parcels in Moscow. They are

 

116 West C Street

The Haddock Building (Anselm House) and

The old Verizon Building (New Saint Andrews)

 

116 West C Street

In the last decade, the average property tax for this parcel has been $1853 annually. This amount multiplied by Christ Church’s eight years’ occupancy equals $14,824.

 

Anselm House

The average property tax for the parcel known as Anselm House has been $10,396. This amount multiplied by Christ Church’s two years’ occupancy equals $20,792.

 

New Saint Andrews

And there are no amounts for the old Verizon Building because it was a utility, but we can safely guestimate that it would at least equal the value of Anselm House. Once again, this figure multiplied by two equals $20,792.

 

These three figures add up to $56,408 that Christ Church technically owes the county in back taxes.

 

Now, if Christ Church willfully misrepresented the use of their properties to the Board of Equalization, then Idaho Code says that, in addition to paying their back taxes, Christ Church should be fined double for their crime, which would come to $112,816, or a little more than 10% of Canon Press’ annual sales.

 

Maybe I’m out of line here, but that figure strikes me as disproportionately low.

   Last year we approved the hiring of about 15 additional tax auditors to go
  after taxpayers who owed unpaid taxes.  This is the report from Commissioner
  Hammond for the past 12 months.   The state treasury gained about another $14,000,000.  Not a bad investment.  I worked on this with a number of other
  legislators to get it through but kudos has to go to Mike Mitchell who was on
  the JFAC Committee who helped get it through.


    New Revenues deposited in FY 2004..............$15,451,582
    New Cost incurred in FY 2004........................$ 1,307,975
    Net Gain to General Fund..............................$14,143,607


    Promise to JFAC.....New Revenues................$  9,425,000
    Promise to JFAC.....New Cost ......................$  1,272,100
    Promise to JFAC.....Net Gain  ......................$  8,152,900
