The Moscow Mayor City Council welcomes you to tonight's meeting.  We
appreciate and encourage public participation.  For regular agenda items, an
opportunity for public comment is usually provided after the staff report.
However, the formality of procedures varies with the purpose and subject of
the agenda item; therefore, the Mayor may exercise discretion in deciding
when to allow public comment during the course of the proceedings and
limitations will be placed on the time allowed for comments.  Citizens
wishing to comment on business which is not on the agenda will be provided
the opportunity to do so as item number 2 after the Consent Agenda.  If you
plan to address the Council, you will find a list of "Tips for Addressing
the Council" on the table outside the City Council Chambers.  Thank you for
your interest in City government.

1.         Consent Agenda:  Any item will be removed from the consent agenda
at the request of any Councilmember and that item will be considered
separately later.  Approval by roll call vote.

C.         First Step NW Reservoir Co-Location Lease Agreement - Bill
Belknap

The City has been negotiating with First Step Internet to locate wireless
microwave equipment on the Northwest water reservoir in accordance with the
City's co-location policy.  First Step proposes to mount six panel antennas
and a small equipment cabinet on the water tank in order to provide wireless
internet access to their customers.  The proposed Agreement is for a term of
three (3) years and allows the City to choose the compensation of internet
service for the City or an annual lease fee of $2,200.00, and has been
reviewed and approved by the City Attorney, Public Works and Administration
staff.  Reviewed by the Public Works/Finance Committee on July 12, 2004.

 

ACTION:  Approve lease agreement.

 

D.        First Step NE Reservoir Co-Location Lease Agreement - Bill Belknap

The City has been negotiating with First Step Internet to locate wireless

E.         New Beer and Wine License for the Sangria Grille Restaurant -
Stephanie Kalasz

            Carly Lilly and George Skandalos, dba Sangria Grill, have
submitted application and fees for alcohol to sell beer and wine at their
new establishment located at 2124 W. Pullman Road, Moscow, Idaho. State and
County licenses have been acquired and all inspections were satisfactory.
Background investigations are pending with the Moscow Police Department.
Reviewed by the Public Works/Finance Committee on July 12, 2004.

 

ACTION:  Approve the Beer and Wine License pending approval by the Moscow
Police Department.

 

F.         Mountain View Bid Award - Les MacDonald

Bids were opened on Thursday, July 8, 2004 for the improvements to Mountain
View Road between White Avenue and the Paradise Creek Bridge near the
fairgrounds. The proposed work includes storm drainage, roadway widening,
street paving, illumination, curbs and sidewalks. The City estimated cost of
the improvements was $110,000. Only one bid was received for the project.
This was from McCall's Classic Construction in the amount of $107,303.00.
Preliminary review of the bid documents indicates this is a responsive bid
but this will need to be verified prior to award.  The bid tabulation for
the project is attached.  Reviewed by the Public Works/Finance Committee on
July 12, 2004.

 

            ACTION:  Award the Mountain View Road Widening 2004 project to
McCall's Classic Construction in the amount of $107,303.

 

G.         PCEI Public Information Agreement - Les MacDonald

            The recently accepted Water Conservation Plan contained
recommendations for Public Information and Education (PIE). The Palouse
Clear Water Environmental Institute (PCEI) has proposed the expansion of
their existing public information and educational programs to include Water
Conservation information and education on behalf of the City of Moscow. The
attached contract between PCEI and the City of Moscow is to provide these
services under the review of City staff. The work by PCEI will be in
conjunction with the efforts of the City of Moscow's water conservation
staff.  PCEI has existing accredited educational and information programs
that will meet the current needs of the City.  The work under this proposal
will occur in the 2004 budget year.  The budget for this proposal is $7,000.
Reviewed by the Public Works/Finance Committee on July 12, 2004.  

 

            ACTION:  Approve the agreement.

 

2.         Public Comment Period - For members of the Public to speak to the
Council regarding matters NOT on the Agenda and not currently pending before
the Planning and Zoning Commission or Board of Adjustment, please state your
name and address for the record and limit remarks to three minutes.  Time
limit 15 minutes.

 

3.         Change Order No. One - Northwest Reservoir Renovation - 2004 -
Les MacDonald

The Contractor under contract to re-coat the upper inside of the painted
steel reservoir has found significant degradation of some areas of the
roof's structural components and including a blistering of some of the paint
coating the bottom, interior of the elevated tank portion of the reservoir.
An extension of the existing scope of work is required in order to preserve
the integrity of the structure. Change Order Number One that includes the
work necessary to renovate the structure to a serviceable condition is an
additional $40,824.00 and extends the total project cost to $61,036.50.
These additional improvements are projected to allow an additional ten years
of service from the structure before other coating and/or structural
maintenance would be required.  This item was not reviewed by Committee
because of late discovery of need for unforeseen repairs and short time
frame for decision while contractor on site.

ACTION:  Approve change order number one or take such other action deemed
appropriate.
