You can have all the subcommittees you want, it still has to go before
the council to make the final decision, right? If I'm wrong, slap me
upside the head and call me Shirley. Anyhow, when it comes before the
entire council, wouldn't it be prudent of the other council members to
research what the subcommittee researched to make an informed decision?
Seems a lot of time researching could be saved if everyone was in the
loop at all times.
It also seems to me that the less government the better, but maybe I'm
in the minority on that around here.

Do you mind explaining to us how having just one subcommittee of
everyone makes sense?
You need to have committees in Government to divide up the work load,
unless you want a bunch of people voting on things without researching
the facts.
I also think committees provide an opportunity for the public to engage
their elected officials on a personal level about specific issues
concerning them. Or are you against this in local government?
