Not necessarily. One of the disadvantages of the committee system
(IMHO) is that a minority of Council members can control whether some
issues make it to the full Council. A committee majority of two could
decide not to forward an issue on to the Council. (Obviously, there
are some issues that by law must be heard before the full Council,
but others have the potential to die in committee.)
