I apologize for taking so long to get back to you.  Yes, I do not believe that John Kerry, the private citizen or Naval Reserve Officer, should have met with the North or South Vietnamese delegations.  John Kerry, as a private citizen, had every right to protest.  I am not sure that that applies to Kerry, Naval Reserve Officer.
