Hi John,

Your argument is true if unless you consider a couple of issues:

1. If the generated taxes would not have existed without Alturas, then
you are not increasing the tax to the city. I cannot speak for the other
businesses in Alturas, but PacSim would not be in Moscow without the
existence of Alturas.

2. You are not considering other taxes paid for by the employees at
Alturas who would not otherwise be in Moscow. Again I will speak only
for myself so that I don't make assumptions for other people. When we
began PacSim (in 1989) I purchased a house in Moscow on which I pay
taxes to the city and schools. Additional money comes to the Moscow
school district because my children attend.

And this does not even begin to address the amount of money I spend in
this community. So I can't possibly see how the tax burden to the city
has gone up due to Alturas. But I can easily see how it has gone down.
