Absolutely true.  But if generated property taxes are used to pay off bonds
and support a URA then they are not available to support a city's tax base.
The tax base must then be supported by a higher level of taxes by those
entities that are not part of the URA.  This then returns to the original
question.  Why should the people of this community be obliged to support
through higher taxes a RTO that does not or can not meet its original
intentions?
