3. Request to Declare Limousine Surplus - Dwight Curtis
The City received a 1984 Cadillac Deville limousine as part of the
Hamilton Estate. The original intent was to develop a rental program where
qualified staff operators would chauffeur people to and from various
functions. The Parks & Recreation Commission recommends that the limousine
be liquidated, citing possible ill perceptions by the public, and
maintenance costs. The car has a bluebook value of $1,800 and has logged
75,643 miles.

ACTION: Recommend declaring the limousine as surplus, and
authorizing staff to determine best option for maximum sale price and
proceed accordingly, with proceeds from the sale to be deposited into the
Hamilton Fund; or take such other action deemed appropriate.
4. Renaissance Park Open Space Requirement Amendment Request - Dwight
Curtis
Dan and Terrene Mack, owners of Renaissance Park, are requesting an
amendment to the city open space requirements for expansion development of
their manufactured home park. Staff reviewed the proposal and concludes
that this is an acceptable open space dedication substitute and recommends
approval with the conditions stated in the May 19, 2003 Council/Committee
Staff Report.

ACTION: Recommend approval of the proposed substitution of open
space dedication requirements as indicated on the attached staff report; or
take such other action deemed appropriate.
5. Benefits Committee Proposal - Gary J. Riedner
At the direction of Council, a Benefits Review Committee was formed
to review the City's Compensation and Benefits policies for possible
revisions. The Committee met for eleven weeks reviewing benefits and
comparing Moscow's benefits with other local cities. Recommended changes
were then forwarded to the Employee Advisory Committee with the direction to
meet and inform the Human Resources Department of any concerns no later than
May 15, 2003. No concerns were received.

C. Bid Results - City of Moscow Fire Station #3 - Randy
Rice
Bids were opened on April 23, 2003 for the fire
station #3 project. Eleven bids were received and are shown on the attached
bid recap form. Staff recommends that the apparent low bids submitted by
.W. Clark and CAMCO construction be rejected as non-responsive and the third
low bid submitted by Ormond Builders be accepted. Reviewed by Public
Works/Finance Committee May 12, 2003.
ACTION: Reject the apparent low bids by T.W. Clark
and CAMCO construction as non-responsive and accept the third low bid from
Ormond Builders.

2. 7:00 p.m. Public Hearing: Alley Right-of-Way Vacation Request by
Gritman Medical Center - Joel Plaskon
Gritman submitted building plans for an expansion of the
hospital campus to the south across the former 8th Street right-of-way
(vacated by the City to Gritman November 26, 2001). The alley right-of-way
currently contains a city sanitary sewer main line and other franchise
utilities. If vacation is approved, Idaho Code requires that Gritman grant
the utility easement necessary to accommodate the utilities. Vacating the
alley right-of-way appears to be expedient for the public good because it
will have no adverse impacts to the public and will facilitate the expansion
of the community's most significant medical facility.
ACTION: After conducting the public hearing; deny the proposal;
or consider the ordinance on first reading; or approve the ordinance under
suspension of the rules requiring three complete and separate readings, that
it be read by title only, and authorize the Mayor's signature thereon; or
take such other action deemed appropriate.
3. Naylor Farms LLC Water Right Application - Mark Cook
In reference to the Water Right Protest, Staff was directed to
return to Council with two separate products: (1) an estimate of monitoring
costs, and (2) pros and cons to formalize the protest process. In Addition,
Naylor representatives requested that a final section be added to the
protocol regarding dispute resolution.
ACTION: Withdraw the City's water right protest conditioned on
Naylor and Idaho Department of Water Resources' acceptance for granting any
future water right; or take such other action deemed appropriate.
4. Palouse Mall Buffer Agreement - Randy Fife
In March of 2002, the City accepted the final Palouse Mall
landscape plan proposal and directed staff to draft an agreement to clarify
what is necessary to preserve and maintain the Palouse Mall buffering strip.
Reviewed by Administrative Committee May 5, 2003.
ACTION: Approve or reject the agreement and authorize the
Mayor's signature thereon; or take such other action deemed appropriate.
5. 2000 International Fire Code - Don Strong
Changes to the City ordinance are necessary to adopt the 2000
International Fire Code for the city of Moscow. This will bring us in
compliance with the State, which previously adopted the 2000 International
Fire Code. Reviewed by Public Works/Finance Committee May 12, 2003.
ACTION: Consider ordinance on first reading; or approve the
Ordinance under suspension of the rules requiring three complete and
separate readings, that it be read by title only, and that the Mayor's
signature be authorized; or take such other action deemed appropriate.
